Call for cooperation

Method and procedure for selecting a legal entity or a natural person for the collection, transport, storage and/or treatment of waste motor oil for 2026

For the needs of DUOM EKO-FLUID GRUP DOO Skopje, company number 7727143 and tax number MK4043023536914, represented by its Manager Besnik Ademi, all legal entities and natural persons holding valid licences and permits are invited to submit an offer for the collection, transport, storage, treatment and recycling of waste motor oil.

The call is conducted in accordance with Article 29 of the Rulebook on the management of special waste flows and the relevant secondary legislation. The call is open on an ongoing basis, until the targets set by Eko-Fluid Grup, in its capacity as a collective scheme operator, have been met.

Any interested bidder may submit an offer at any time while the call is open. Offers received are reviewed periodically, and contracts with a minimum term of one fiscal year are concluded with the parties selected.

Bidders are selected according to the needs of the collective scheme operator, within the framework of the Law on Extended Producer Responsibility for the Management of Special Waste Flows (Official Gazette of the RNM no. 215/2021) and the Law on the Management of Additional Waste Flows (Official Gazette of the RNM no. 215/2021).

Conditions for participation

Documentation required for the selection of a legal entity or a natural person under this call:

• A current company standing certificate, no older than 6 months, if the bidder is a legal entity
• An identity card, if the bidder is a natural person
• A valid permit for the collection, transport, storage, treatment and recycling of waste motor oil, issued by the Ministry of Environment and Physical Planning
• The vehicle registration document(s)
• The ADR certificate for the vehicle(s)
• A financial offer

For an offer to be reviewed and taken into consideration, legal entities and natural persons must meet the following conditions:

1. They must hold valid permits issued by the Ministry of Environment and Physical Planning for the collection, transport, storage, treatment and/or processing of waste, according to the type of activity they carry out.
2. The contract must set out the mutual rights and obligations of the contracting parties, the minimum quantity of waste the bidder undertakes to handle, and the type of waste the contract covers.
3. The bidder may hand the waste over to another authorised legal entity, in which case they must obtain and enclose the appropriate transport documentation, identification forms and a notification to DUOM EKO-FLUID GRUP DOO.

How to submit an offer

The offer must be accompanied by:

• A valid permit issued by the competent Ministry
• A brief description of technical and logistical capacity
• A proposal for the terms of cooperation

Offers not accompanied by the appropriate permit will not be taken into consideration.

DUOM EKO-FLUID GRUP DOO Skopje will conclude a contract only with legal entities or natural persons who submit the documentation in full within the stated deadline. Offers sent after the deadline will not be taken into consideration, in accordance with the public call.

Obligations

All activities are subject to periodic supervision and control, in accordance with the applicable laws and secondary legislation. The parties are obliged to keep orderly and complete records of the activities carried out and to submit an annual report by 31 January of the current year at the latest, covering the activities carried out in the previous calendar year.
